

On May 20, 2026, the National Development and Reform Commission (NDRC) and the National Energy Administration (NEA) in China published Document No. 688 on the orderly development of multi-user direct green power supply.
The policy document defines multi-user direct green power supply as a model where wind, solar, biomass and other renewable power generation is not directly connected to the public grid, but supplies green power to multiple users through dedicated lines and transformer facilities, with clear tracing and allocation of electricity.
The policy document states that project users may determine self-consumed electricity based on their electricity consumption share in each time period, enabling hourly matching between renewable generation and consumption.
It also requires two-way time-of-use metering devices at generation, internal consumption, grid connection, internal user and storage points.
Grid companies should calculate green power tracing results based on metering data and send the results to China's national green certificate issuance and trading system.
The policy document gives priority support to data facilities, green hydrogen, green ammonia and green methanol, and other emerging and future industries.
It also applies to users with green power consumption needs, including:
- companies with green electricity consumption targets
- major energy-consuming and carbon-emitting enterprises
- export-oriented companies with decarbonisation needs and their upstream and downstream enterprises
- industrial parks, zero-carbon parks and incremental distribution networks
Energy policy expert Ying Zheng noted in her analysis that this appears to be the first national-level Chinese policy document to mention hourly matching between renewable generation and electricity consumption.

Document No. 688 establishes a timely mechanism for hourly tracing and matching. It responds to the evolution of international standards and provides an important institutional foundation for China to take a moderately forward-looking approach and align with international green and low-carbon compliance requirements.
